Most likely some people were doing stunts (wheelies, burnouts, etc) or ignoring traffic laws.
Notice @0:13 how there’s an officer approaching. @0:30 (Right side) biker pulls back, perhaps to make a plan? @0:40 notice how two cops run after just one biker, (who tries to turn around and escape.) Now ask yourself is there a helicopter above? If not how many officers remain as 2 officers runaway? The cameraman avoids two 0:45 and 0:47. My point is they all could of escaped, perhaps they need to invent hand signals. Something to signal for escape or turn around, better communication might help a lot.
